Sources tell ABC News that Cohen could cooperate with prosecutors in a separate probe led by the Southern District of NY into his business dealings and the $130,000 payment to Stormy Daniels.

"The president has issued no pardons in this investigation".

Giuliani responded equally directly, and covered more ground than just Manafort.

"The president is not going to issue pardons in this investigation", Giuliani told host Jake Tapper before he echoed Trump's characterization of the investigation, calling it "extremely unfair". "Not because necessarily of Mueller, but because of its genesis in this very, very, now completely nearly illegal and unethical probe, this Russian probe".

"When it's over, hey, he's the president of the United States, he retains his pardon power, nobody's taking that away from him", Giuliani said on CNN's "State of the Union" when asked whether Trump would pardon Manafort should he be convicted.

He will be confined to jail until his trial in September. Trump on Friday called Manafort's jailing "very unfair".

Giuliani's comments were the latest in a barrage of attacks on the probe by the president and his lawyers as Mueller appears to be nearing a conclusion to his investigation into possible collusion between Trump's campaign and Moscow.

Democrats said the inspector general's report blames some of the botched decision-making at the Federal Bureau of Investigation on then-Director James Comey's desire to go public with information about the status of the Clinton probe.

Seeking to undermine Mueller's work, Trump and his lawyers have seized on a Justice Department inspector general's report on the 2016 Hillary Clinton email investigation that found insubordination and poor judgment at the FBI.

"I just said a bunch of illegal things", Giuliani said. "Double Standard!" he added, referring to his 2016 Democratic presidential rival Hillary Clinton. "There should be a full and complete [inspector general] report and grand jury investigation of what happened here, after it became the Russian Federation probe", Giuliani told CBS's "Face the Nation". "And he didn't leave it until July of previous year", Mr. Giuliani said. Ukrainian parliamentarian Andrii Artemenko, a witness in the Russian Federation investigation who testified before the grand jury, told ABC News that numerous questions from Mueller's team focused on Cohen and his relationship with Russian Federation.

The next day, Giuliani reiterated that the investigation should be suspended but said there should also be an investigation into Mueller's probe. "The president wants to do it".
