What Is the Meaning of the ‘Meaningful Vote’ on Brexit?

Theresa May’s frantic search for the perfect Brexit compromise

Theresa May’s frantic search for the perfect Brexit compromise

Asked if they did not secure a so-called "meaningful vote" on the final Brexit deal, they would oppose the Government in Wednesday's vote, the former Attorney General replied: "The meaningful vote pledge has to be fulfilled, yes".

But she added: "Parliament can not tie the hands of government in negotiations".

The row centres on what happens if Parliament rejects the initial exit deal May and her team negotiate with Brussels.

The dispute between the government and a group of soft Brexit Tories centers around a "meaningful vote" on any eventual deal negotiated with Brussels, created to enable MPs to vote down the final agreement without risking leaving the European Union with no deal at all.

The rebels are holding out for more, warning that they could bring down the government.

How did we get here?

.

In her own interview broadcast on Sunday the prime minister rejected the idea she had double-crossed her rebels.

The BBC's parliamentary correspondent Mark D'Arcy said it was likely to be approved, given the previous version of the amendment passed by 91 votes. "The difficulty is that the Brexit process is inherently risky".

However, in an afternoon of drama, Grieve accused Downing Street of changing the amendment at the last minute.

Prime Minister Theresa May today sought to defend herself against accusations that he had misled MPs in her party on an amendment to the government's Brexit bill as she tries to head off a rebellion this week. Instead, it merely gives them a vote on an unamendable statement, meaning their vote would have no legal consequences.

Mr Grieve indicated that the final text of the amendment tabled in the House of Lords at the last possible moment on Thursday had been changed from the wording which he believed had been agreed earlier in the day.

Losing it would have been humiliating at best for May (and could have helped trigger a leadership challenge.) So after some last-minute back-room dealing they agreed - just before the vote - to hold their fire after May promised talks to find a compromise.

"Our position is to support the amendment as tabled (proposed) by the government", he said. "At that point, Parliament must be able to decide amongst all the options, including giving the people a final say on our future relationship with Europe".

The Labour Party said the offer was "not good enough".

Expected Lords amendments to the Brexit legislation are set to return to the Commons on Wednesday.

Robert Buckland, the Solicitor General, insisted United Kingdom ministers intended to press on with their own meaningful vote amendment, which suggested a Government motion on the final deal could not be amended; rebels believe this means the meaningful vote would, therefore, not be meaningful.

Speaking before the vote, foreign minister Boris Johnson reinforced the government's view that discussion of the meaningful vote was hypothetical as ministers were confident of getting a deal with Brussels that parliament will approve.

"The alternative is that we have all got to sign up to a slavery clause now saying whatever the government does, when it comes to January, however potentially catastrophic it might be for my constituents, and my country, I'm signing in blood now that I will follow over the edge of the cliff".
