Google has responded by beefing up its lobbying efforts in the European Union. "Android has created more choice for everyone, not less".

Apart from paying the fine, the commission has directed Google to permit phone makers and network operators to install apps from other search companies on Android devices. The search giant, the ruling said, made Android phone manufacturers preinstall its search and browser applications if they wanted to provide access to the Google Play Store, where nearly all Android users get their apps.

It's understandable that Margrethe Vestager, the European Union competition commissioner, didn't go for a complete ban on pre-installing basic apps on mobile phones.

The EU had investigated how Google requires mobile phone makers to include the search giant's apps when they license the Android operating system.

Hardly. While the amount Google has been fined is massive, the technology giant will be more concerned with the changes it'll have to make to Android.

The company's high payouts to app developers, coupled with its entrenched relationship with millions of advertisers, has turned Google into the main revenue source for many apps. The Commission also found that Google prevented manufacturers wishing to pre-install Google apps from selling even a single smart mobile device running on alternative versions of Android that were not approved by Google.

Denmark's Vestager ordered Google to "put an effective end to this conduct within 90 days or face penalty payments" of up to 5% of its average daily turnover.

Google has been fined a record €4.34bn ($5bn; £3.9bn) over Android.

The penalty is almost double the previous record of 2.4 billion euros which the USA tech company was ordered to pay a year ago over its online shopping search service.

The Commission has the power to fine businesses up to 10% of their worldwide revenue - $111 billion for Google's parent company Alphabet in 2017-- and this fine takes account of the duration and gravity of the infringement, Vestager said.
