But the Times newspaper reported 20 of May's Conservative lawmakers were now backing the grassroots "StandUp4Brexit" campaign committing to opposing the Chequers plan.

He said that the real "scandal" was "not that we have failed, but that we have not even tried" on Brexit.

Since the publication of the government paper detailing the government's proposals, the so-called Chequers plan unveiled by May, British ministers have had more than 60 ministerial engagements with their counterparts across Europe, said Raab.

The research, carried out by Deltapoll for Best for Britain, suggests that the UK's departure from the European Union could be the decisive factor in the next battle over Scotland's future.

The Chequers plan has been received coolly by European Union leaders, who warn that Britain can't "cherry pick" aspects of membership in the bloc without the full cost and responsibilities.

When asked how they would vote if a referendum on Scotland's future was held after the United Kingdom leaves the EU, 47% said they would support independence, with 43% saying they would opt to stay part of the Union.

She said: "The only way any of us are going to come through this is with a little bit of compromise on both sides".

In a move that may give the markets a measure of reassurance, Bank of England Governor Mark Carney said Tuesday that he was talking to the government about extending his term in office to help oversee a smooth Brexit.
