USA officials maintain that such a declaration can not come before the North takes more concrete steps toward relinquishing its nukes in a verifiable way.

South Korea's President Moon Jae-in and U.S. President Donald Trump plan to discuss North Korea during the U.N. General Assembly in NY this month, Moon's office and the White House said on Tuesday, amid lacklustre progress on the North's nuclear issues.

Any progress could depend on whether Moon's envoys were able to coax a stronger verbal commitment from North Korea on denuclearization to help put the nuclear talks between the United States and Pyongyang back on track.

The Pyongyang summit could reveal whether Moon is ready to push ahead with more engagement with the North despite US frustration over North Korea.

Moon and Trump agreed in their call "to explore the idea of meeting in person on the margins of the U.N. General Assembly and having in-depth consultations on strategies and how to cooperate on the peninsula issues", Moon's office said in a statement.

Cheong Wa Dae officials have highlighted the importance of Moon's scheduled trip to North Korea and his meeting with the North Korean leader in kick-starting the denuclearization process.
