Syria inadvertently shot down a Russian military plane after an Israeli attack on Syrian positions killing 15 people on board Moscow said

But Putin, speaking in Moscow on Tuesday, rejected that Israel was to blame for the "friendly fire" incident as both Russian Federation and Israel raced to defuse tensions and prevent a major flare-up of tensions in southern Syria where both air forces operate.

Asked about the Defense Ministry's threat to respond to Israel's actions, Putin said the Russian response will focus on boosting security for its troops in Syria.

The United States believes that a Russian military aircraft has been inadvertently shot down by Syrian government anti-aircraft artillery, a U.S. official said.

The Israel military said that overnight its fighter jets had "targeted a facility of the Syrian Armed Forces from which systems to manufacture accurate and lethal weapons were about to be transferred on behalf of Iran to Hezbollah in Lebanon".

An Israeli diplomatic source told Reuters that Prime Minister Benjamin Netanyahu was expected to speak with Russian President Vladimir Putin "shortly".

Last week, United Nations officials said that more than 30,000 people fled the province in anticipation of the government offensive.

"The Israeli pilots were using the Russian aircraft as a shield and pushed it into the line of fire of the Syrian defence", Ministry spokesperson Maj.

Russia on Tuesday accused Israel of indirectly causing a Russian military plane to be shot down near Syria's Mediterranean coast, and threatened to retaliate against Israel for what it described as a hostile act.

The Russian Defense Ministry said a recovery operation located the plane's wreckage at sea and has retrieved some bodies and some fragments from the plane.

"At the same time, the Russian radars fixed missile launches from the French frigate Auvergne, which was in that area", the Defense Ministry said.

Russia's Defence Minister Sergei Shoigu had earlier said Moscow "reserves the right to take further steps in response".

Russian Federation blamed Israel on September 18, 2018 for the loss of a military IL-20M jet to Syrian fire, which killed all 15 servicemen on board, and threatened a response.

It said Syrian forces mistakenly downed the Il-20 reconnaissance plane with an S-200 air-defense missile as they attempted to fight off an attack by Israeli planes.

A recovery operation in the Mediterranean Sea is underway, Konashenkov said.

Israel, which did not comment on Monday evening's strikes, has conducted frequent raids in recent months against Syria's military infrastructure, including against bases it believes host Iranian combatants.

The UN had warned that a fully-fledged ground assault aimed at completing Damascus's military reconquest could spark the worst humanitarian catastrophe yet in a conflict that has killed more 360,000.

Mr Putin said "radical militants" such as the Al Qaeda-linked Hayat Tahrir al-Sham would have to withdraw from the zone.

The Russian military said Tuesday that the Russian maritime patrol aircraft was shot by by Syrian regime anti-aircraft artillery amid the Israeli attack on Monday, state news agency RIA-Novosti reported.

Russia's defense ministry also announced it had lost contact with an IL-20 aircraft carrying 14 service members, Syria's state-run media reported.

In his phone call with Mr Putin, Mr Netanyahu insisted that Israel would continue to target Iran inside Syria.

Russian Federation has kept close ties with Israel, despite its regular attacks on the Moscow-backed regime in Syria.
