Most US cell phones to receive 'Presidential Alert' text on Wednesday

Though the message will act like an AMBER Alert or severe weather warning, it will simply say the following: "THIS IS A TEST of the National Wireless Emergency Alert system".

A test of the Wireless Emergency Alert System's government alert feature will take place at 2:18 p.m. October 3.

If it's not from President Trump, who is sending it?

The Federal Emergency Management Agency will conduct a test of the national alert system that allows "presidential alerts" to hit the majority of cellphones.

FEMA is also tasked with ensuring the president can alert the public under all conditions in cases of national emergencies, including natural disasters and terrorist threats.

A group of New Yorkers filed a lawsuit in federal court in NY arguing they should not be compelled to receive the alerts under their right to free speech.

The TV and radio alert has been tested for several years.

The Integrated Public Alert and Warning System (IPAWS) is created to warn Americans in the event of a national emergency.

Originally scheduled for September 20, the test was postponed until Wednesday because of the federal government's disaster relief efforts in response to Hurricane Florence.

The FEMA official said that in past, smaller tests, about 75% of phones received the alert. No POTUS has ever sent a nationwide WEA, so tomorrow will mark history, according to FEMA's page. They're working to make sure the system can support delivery of messages in more languages in the future.
