Saudi Arabia's public prosecutor has said Khashoggi's killing was premeditated, contradicting a previous official statement that it happened accidentally during a tussle in the Saudi consulate in Istanbul.

Fidan spoke following days of consultations with the chief Saudi prosecutor Saud al-Mujeb, talks he said that produced no concrete results.

"The victim's body was dismembered and destroyed following his death by suffocation", CNN quoted a statement from Fidan as saying.

It has arrested 18 suspects, who, it says, will be prosecuted in Saudi Arabia.

"The killing, the murder of Jamal Khashoggi in the consulate in Turkey violates the norms of worldwide law".

Germany has vowed to halt all German arms exports to Saudi Arabia until the killing of Khashoggi is explained.

In an interview with ABC News, Cengiz said Khashoggi had been anxious about being spirited back to Saudi Arabia the first time he went to the consulate unannounced on 28 September, but was pleasantly surprised when he received a warm reception.

Turkish officials, including Erdogan, have repeatedly complained that Saudi Arabia has obstructed the investigation by refusing to reveal key pieces of evidence like the location of Khashoggi's body.

Meanwhile, the fiancee of Jamal Khashoggi has expressed displeasure at US President Donald Trump's response to the killing in Istanbul.

The death of Khashoggi - a Washington Post columnist and a critic of Saudi Arabia's de facto ruler, Crown Prince Mohammed bin Salman - sparked global outrage and left the kingdom facing a crisis.

Erdogan has also called on Saudi Arabia to disclose who ordered Khashoggi's killing.

Mojeb travelled to Istanbul this week after being the first Saudi official to acknowledge the killing was "premeditated", based on the results of Turkey's investigation.

Under mounting worldwide pressure, the kingdom again changed its narrative about Mr Khashoggi's killing, acknowledging in recent days that it was "premeditated", citing information from Turkey as part of a joint investigation.

Turkey alleges a 15-member hit squad was sent to Istanbul to kill the journalist.

According to Turkish officials, Khashoggi was attacked the moment he entered the consulate, his fingers were severed, and he was injected with a drug before being dismembered by an autopsy specialist who arrived in Istanbul with a bone saw, wrote the board.
