That wait could take months, a fact that has Tijuana Mayor Juan Manuel Gastélum anxious that the caravan's presence is creating both health hazards and a financial crisis for his city.

US President Donald Trump, who has called the caravan an "invasion" full of "hardened criminals" and "thugs", is seeking to overhaul asylum policy to keep applicants out pending approval.

The mayor of Tijuana added that whoever organized this migrant caravan needs to be held accountable and face criminal charges.

But authorities and residents in Tijuana are concerned the migrants might try to make another mass rush across the border: Their first attempt last weekend led to a brief closure of border crossings that Tijuana residents use to reach jobs and shopping on the US side.

Charges were not filed because the administration generally doesn't separate families and because Customs and Border Protection didn't collect enough evidence needed to build cases, including the names of arresting officers, according to a US official familiar with the matter who was not authorized to discuss the matter publicly and spoke on condition of anonymity. Border Patrol officials say they spotted the trio around 11 pm on the night of Saturday, November 24, one mile east of the San Ysidro Port of Entry.

Six men and one woman jumped or slipped over the border barrier in Tijuana and were quickly detained by customs and border protection agents. The mayor, who supports the deportation of violent migrants, once again called on the federal government and the newly elected leader to step up their efforts to support the city, which is struggling to accommodate around 8,000 migrants now waiting for the U.S. to process their asylum claims.

DHS worked with other countries, monitored social media, and even paid informants in the caravan to learn about the migrants traveling north. Nearly all of them want asylum in the United States.
