In a report requested by United Nations climate summit leaders, the WHO outlines the economic benefits of improved health are more than double the costs of cutting emissions, and even higher in India and China, which are plagued by toxic air.

The studies concluded that this year the world would spew 40.9 billion tons of carbon dioxide, up from 39.8 billion tons last year.

China produced 27 percent of global emissions past year, followed by the United States with 15 percent, the European Union with 10 percent and India at seven percent. This reverses a trend from 2014 until 2016, when global Carbon dioxide emissions leveled off after decades of growth.

World carbon dioxide emissions are estimated to have risen 2.7 percent from 2017 to 2018, according to three studies released Wednesday from the Global Carbon Project, an worldwide scientific collaboration of academics, governments and industry that tracks greenhouse gas emissions.

"This growth in global Carbon dioxide emissions puts the goals set out in the Paris Agreement in jeopardy", lead author Corinne Le Quere, director of the Tyndall Centre of Climate Change Research at the University of East Anglia, said in a statement.

Le Quéré said: "I hope that by 2020, when [governments] have to come back with stronger commitments, we will then see a turning point". Most of that growth can be traced to an exceptionally hot summer and cold winter. Its data on 2017 emission shows China as the top emitter followed by the US, European Union (28 nations) and India. Though China's per capita emission is higher than the global per capita emission, India's per capita carbon footprint is much below the global average.

The U.S. accounts for 15 percent of emissions.

India's emissions, 7% of the total, continued their upward spiral, increasing more than 6%, with growth across all three major fossil fuels. "We need to move beyond domestic political challenges so that we can collectively tackle the existential crisis", said Harjeet Singh, global lead on climate change at ActionAid International.
