Fighting for advantage in the government shutdown battle, U.S. President Donald Trump aimed to use a prime-time address Tuesday to convince Americans he needs billions of dollars from Congress for his long-promised border wall to resolve security and humanitarian problems he contends have reached a crisis pitch. Then, he offered nothing new.

Addressing the nation from the Oval Office for the first time, Trump argued for funding on security and humanitarian grounds as he sought to put pressure on newly empowered Democrats amid an extended partial government shutdown. "The cost of illegal drugs exceeds $500 billion a year, vastly more than the $5.7 billion we have requested from Congress". The impasse doesn't look likely to end soon. The Wall Street Journal and other outlets suggested that there would be no such declaration on Tuesday.

"The women and children at the border are not a security threat", Speaker Nancy Pelosi said in a televised rebuttal, as she accused Mr. Trump of "manufacturing a crisis". This barrier is absolutely critical to border security. Initially, Trump insisted Mexico would pay for the boarder wall.

"The passion you hear from President Trump, his determination to take this case to the American people, as he will tonight in his national broadcast from the Oval Office, comes from this president's deep desire to do his job to protect the American people", Vice President Mike Pence said on Tuesday morning during an appearance on ABC, reported the Associated Press. "Democrats in Congress have refused to acknowledge the crisis", Trump said.

He also has failed to persuade most Americans that he's right.

According to NBC, at least CBS, NBC, and CNN will air the Democratic response to Trump's speech. This is something he loves doing in his raucous political rallies, there's no reason for Trump to hijack the most revered physical space in the 18 acres of the White House to whip up the American people with imagined crises coming from immigrant invaders threatening to degrade the country.

Both sides see the wall as more than a steel or concrete structure.

Trump, who will visit the Mexican border in person on Thursday, invited the Democrats to return to the White House to meet with him on Wednesday, saying it was "immoral" for "politicians to do nothing".

Such a dramatic escalation of the standoff might allow him to access military spending to fund his barrier, which remains un-built two years into his presidency.

How much support does President Trump have?

But the move also gave his opponents a high-profile platform to make their counter-argument. Three weeks into the shutdown, the strain was starting to show with hundreds of thousands of federal workers on track to miss paychecks this week.

"We're looking at a national emergency because we have a national emergency", he told reporters.

Conservative radio and television pundits have encouraged Mr Trump to hold his ground.

Leaning on Senate Republicans, some of whom are growing anxious about the impact of the shutdown, Pelosi said the House would begin passing individual bills this week to reopen shuttered federal agencies, starting with the Treasury Department to ensure Americans receive their tax refunds.

Mr Trump's allies believe there is a good chance the Republican-appointed majority on the Supreme Court would line up behind the GOP President - and if not, political blame can simply directed towards the justices who rule against him.

He did nottake the opportunity to declare a national emergency, as he has mused about doing.
