He broke major news on Sunday when he said, for the first time, that President Donald Trump and Michael Cohen were in talks to develop Trump Tower Moscow all the way through Election Day 2016.

Giuliani said in interviews with CNN and NBC that Trump never directed Cohen to lie to lawmakers.

During his interview with the New Yorker on Monday, Giuliani said that, "as a lawyer", he did not believe he had ever said anything untruthful and claimed he has "a sense of ethics that is as high as anybody you can imagine".

Politico reports that Giuliani's comments to the Times about a tower in Moscow "enraged Trump" because it undermined his public statement.

"Probably up to, could be up to as far as October, November", he said.

Cohen, who pleaded guilty in November, had previously claimed such discussions ended in January 2016, but in his admission of guilt, he called the previous statement a lie and said the discussions went through June 2016.

Giuliani suggested in a TV interview Sunday that Trump remembers conversations with Cohen about the project "up to as far as October, November", or right up until the election.

The fact that there were discussions for a Moscow project at any point during the campaign has undermined repeated denials from Trump that his company had any business dealings in Russian Federation or that he had anything to do with Russian Federation at all.

Negotiations for a Trump deal in Moscow occurred around the same time that the Russian government was interfering in the 2016 USA election.

Several of Trump's influential outside allies also have begun expressing reservations about Giuliani.

The president has provided written answers to questions from Mueller on the Moscow project, according to Giuliani. A former federal prosecutor, he has also been the team's public face and, even if not the primary author of letters and other documents to the Mueller team, he has nonetheless helped develop strategy.
