India to US Not in Favour of 'Interim' Government in Afghanistan

Trump said on Tuesday his administration had accelerated talks for a political settlement in Afghanistan and would be able to reduce US troops there as negotiations advanced to end America's longest war.

Lead Taliban negotiator Sher Mohammad Abbas Stanikzai told reporters that the movement did not want to rule alone but as part of "an intra Afghan Islamic system of governance.in consultation with all Afghans".

The second day of peace talks in Moscow began hours after US President Donald Trump used his State of the Union address to stress the importance of accelerated talks with the Taliban to end the longest of America's "endless wars".

After two years of intensified attacks by the Taliban on the Afghan government, military and foreign forces, they now control or contest almost half of the districts across Afghanistan.

In addition to departure of all foreign troops, the Taliban are demanding the end of United States bombing of civilians, a constitution that would respect the interests of all the people of Afghanistan, and guarantees for human rights and the rights of women.

"The Russian ambassador to Afghanistan has knocked on the doors of all those invited to the meeting many times, urging for their participation", said Sebghatullah Ahmadi, spokesperson for Afghanistan's foreign ministry.

Similar Taliban attacks reportedly occurred in Afghanistan's northern Baghlan province, where, according to local Azadi Radio, as many as 10 security personnel were killed in coordinated assaults by the Taliban.

"We are fighting only for freedom of Afghanistan and just to remove the foreign forces from Afghanistan", Stanikzai told RT's Maria Finoshina on Tuesday. "We will bring peace in our country, we have no other agenda".

The Taliban have always refused to break bread with Ghani and Kabul, who they view as USA stooges. He has held several meetings with the Taliban.

Taliban spokesman Zabihullah Mujahid claimed responsibility for the Kunduz attack.

The Taliban are expected to meet with USA negotiators again later in the month.

Minister of External Affairs Sushma Swaraj has said that she will give " highest priority " to this issue. The Indian embassy has also set up a 24/7 hotline for assisting the students and their families.

Kabul has insisted that such meetings do not help the peace building in Afghanistan.

Women - and many men too - are frightened about the possible terms of an agreement and very aware that they would essentially be unenforceable once U.S. troops were out of the country.

It was based on a commitment to withdraw U.S. forces from the country, and a guarantee by the Taliban not to allow worldwide jihadist groups to use Afghanistan as a base in the future.

The deadliest of the insurgent raids occurred early Tuesday near the provincial capital of Kunduz, officials and residents said.

This did not stop some prominent Afghan politicians, such as Mohammad Mohaqiq, deputy to the government's chief executive, from attending the intra-Afghan talks, but they did so in an independent capacity.

President Trump's recent push to withdraw USA troops from Afghanistan, long a key requirement by the Taliban before joining peace talks, may have accelerated the process.

But with presidential elections in Afghanistan in June, President Ashraf Ghani is under pressure to bring the war to an end as civilians are overwhelmingly the biggest victims.

The Afghan government fears that after the possible departure of the foreign military the Taliban won't have reasons to take part in the peace talks.

It comes as broader peace talks aimed at ending the country's 17-year war appear to be gaining momentum, despite the Taliban's continued refusal to meet directly with Afghan government representatives.

The Russian government has denied involvement in arranging the disputed huddle in Moscow, which was held at the Kremlin-owned President Hotel.

The dialogue underscores a deepening political divide in Afghanistan and further weakens the Afghan government, analysts say.
