In Geneva, Venezuela Foreign Minister Jorge Arreaza, addressing the U.N. Human Rights Council, suggested on Wednesday that Maduro and U.S. President Donald Trump meet to "try to find common ground and explain their differences".

The United Nations Security Council is due to vote on Thursday on rival US and Russian draft resolutions on Venezuela, diplomats said, with Washington's proposal calling for free and fair presidential elections and unhindered aid delivery.

Earlier, an aide to President Ivan Duque of neighboring Colombia called for action to end Venezuela's humanitarian crisis and bring about a political transition leading to free elections.

In weekend clashes at the Colombian border, Venezuelan security forces acted with "proportionality and caution", as humanitarian aid was burned, he said.

Venezuela has been struck by a humanitarian crisis that has left millions in poverty and chronic shortages of basic necessities such as food and medication.

The US is "preparing for a military invasion" in Venezuela, Nikolai Patrushev told Russian media on Tuesday.

A resolution needs nine votes to pass the council and no vetoes by the permanent members - the United States, Russia, China, France, and Britain.

Patrushev said Washington had asked Moscow for consultations on Venezuela and that Russian Federation had agreed, but that US officials had repeatedly postponed them under false pretexts.

The US and a large number of Western countries have recognised Guaido as Venezuela's interim president, while China and Russian Federation support Maduro.

Venezuela's interim president, Juan Guaido, will travel to Brazil prior to his planned return to Venezuela, a member of his government said on Wednesday.

The U.S. representation at the United Nations announced Wednesday it will present tomorrow to the Security Council a draft resolution on Venezuela, in which it insists on delivering humanitarian aid.

"We call on member states to consider what resources and tools they have to contribute to Venezuelan democracy and to pressure the illegitimate Maduro regime to peacefully step down", the USA special representative for Venezuela, Elliott Abrams, said. "The only thing to discuss with Maduro at this point is the time and date for his departure", Pence said on Twitter.

In the Haiti statement, the Security Council expressed concern about "violent demonstrations and the death of innocent civilians", reaffirmed its commitment to work with the country's government and people "towards a more secure and prosperous future" and underscored the importance of key "actors" to engage "in good faith" on political, social and economic issues.

"The interim president of Venezuela will meet on Thursday afternoon with Brazilian President Jair Bolsonaro at the Planalto Palace", said Maria Teresa Belandria, Guaido's appointed ambassador to Brazil.
