Fox News judicial analyst Andrew Napolitano said on Monday that he believes the full report by special counsel Robert Mueller will be released after a federal judge orders an unredacted version be made public.

The almost 400-page report details the findings of special counsel Robert Mueller and his team about the Trump-Russia investigation. Two days later, Barr released a four-page summary of the report to congressional leaders and the public. In the letter, Barr said that Mueller did not establish that the Trump campaign conspired with the Russian government during the 2016 presidential campaign.

In the synopsis, Barr wrote that he and deputy Attorney General Rod Rosenstein examined the evidence and determined that they would not be able to make a case for obstruction.

Trump and his allies have claimed "total exoneration" in the wake of Barr's letter, but Democrats have said they don't trust Barr to accurately describe Mueller's investigation and have demanded to see the full report and Mueller's underlying evidence. Information that's expected to be redacted includes materials related to the grand jury and pending investigations.

The news comes despite mounting calls from Democrats to first release the report to Congress without redactions.

The redactions in the report will be colour-coded by category, according to Barr, explaining the reasons that parts are blacked out. The Mueller investigation cast a cloud over the presidency of Trump, a Republican.

Since Barr released his letter, Trump has set his sights on the Federal Bureau of Investigation and accused the Obama Justice Department of spying on his campaign.

"In other words, (Barr) thinks as a matter of law a president can't obstruct justice, which is a very wild theory to which most people do not agree", Nadler said.

The House Judiciary Committee is poised to issue a subpoena for the report's redacted portions.
